Amongst the steamers which were stranded during the typhoon of the 18th of September was the S.S. "Heungshan" plying between Hongkong and Macao. Captain Geo. Morrison, R.N.R. in command of that ship on the occasion in question has communicated with this Government concerning the services rendered at the stranding by Mr. E. H. Grainger, Chief Mate, and Mr. A. Harvey, 2nd Engineer. I enclose in original Captain Morrison's letter which I referred to the Harbour Master, Lieutenant Beckwith, R.N., who reports that he considers that it was largely due to the strenuous exertions of Mr. Grainger in getting the ropes ashore that so few of the passengers and crew were lost and that this act of bravery should come under the warrant for the Albert Medal 1st or 2nd Class "For Gallantry in Saving Life at Sea". He is also of opinion that the conduct of Engineer Harvey merits the silver medal of the Royal Humane Society.
I concur in the Harbour Master's opinion and shall be glad if Your Lordship will notify the conduct of these two officers in the proper quarters.
The Form required in the case of applications to the Royal Humane Society is, as regards Mr. Harvey, transmitted.
